Radiation Exposure Compensation Act (RECA): What Oak Ridge Families Need to Know in 2026

Now, decades later, a federal law known as the Radiation Exposure Compensation Act (RECA) provides financial relief to individuals and families impacted by radiation exposure.

What Is the Radiation Exposure Compensation Act (RECA)?
The Radiation Exposure Compensation Act (RECA) is a federal law that provides one-time financial compensation to individuals who developed certain cancers after potential exposure to radiation connected to the U.S. nuclear weapons program, particularly Manhattan Project waste.
RECA is designed to be non-adversarial, meaning:
You do not have to prove negligence
You do not have to file a lawsuit
You do not have to prove direct causation
Instead, eligibility is based on:
Where you lived, worked, or went to school, and
Whether you were later diagnosed with a qualifying illness
Why This Matters for Oak Ridge and Surrounding Communities
In 2025, RECA was expanded to include individuals affected by Manhattan Project waste contamination. This is where East Tennessee families should pay close attention.
The law now specifically includes the following Tennessee ZIP codes:
37716, 37840, 37719, 37748, 37763, 37828, 37769, 37710, 37845, 37887, 37829, 37854, 37830, 37831
These ZIP codes cover Oak Ridge and surrounding communities, meaning many long-time residents and their families may qualify.
Who May Qualify?
You (or your loved one) may be eligible if:
You lived, worked, or attended school in a covered ZIP code
You must have been present in one of the listed ZIP codes for at least 2 years after January 1, 1949
You were diagnosed with a covered illness
Qualifying conditions include several serious diseases, such as:
Leukemia (with certain limitations)
Multiple myeloma
Lymphomas (excluding Hodgkin’s disease)
Cancers of the:
Thyroid
Breast (male or female)
Lung
Colon
Brain
Liver
Kidney
And others
How Much Compensation Is Available?
For people in the Manhattan Project waste category, living individuals may receive the greater of $50,000 or reimbursement of uncovered medical expenses.
If the individual has passed away, a surviving spouse may receive $25,000. If there is not a surviving spouse, surviving children may share the benefit.
Important Deadline: Don’t Wait
RECA has been reauthorized, but there is a firm deadline. All claims must be filed by December 31, 2027.
For many families, gathering documentation (medical records, proof of residency, employment history, etc.) can take time. Waiting too long could mean missing out entirely.
